Research is an activity which delivers a concrete result, which could be anything from the discoverty/understanding of a new concept or technology, to determining an effective application area of a technology.
I see no reason why the Research process cannot be interfered with by third party sources. This could just as readily cover the case where current progress gains or states can also be stolen. This theft of a partial research could be turned into a useful accumulation of points by the party who nicked the research in the first place.
I vote yes. For the cruelly minded, this can be as much fun as being an outright pirate, without some of the disadvantages a pirate has to cope with.
