While the topic of skills has been brought up, thought I would post my thoughts on something.

Leadership - feel that this shouldnt be an exclusively Naval Skill - A good captain running a civilian ship would also increase efficency and work output of his crew.

Sensors - I feel that this isnt primarily a naval only skill either. Im not sure the effect it has on combat, being unfamiliar with that side of the game, but feel that the ability to only use sensors effectibely isnt primarily a naval trait? (Although I feel less strongly about this one than the leadership).

Just wanted to get peoples thoughts on it.

Totally agree;

Leadership should work equally for both.

Sensors -

Perhaps a civi officer trained in sensor should have better chance of detecting spacial bodies, other ships etc (ie. better sensors - duh!)

A Naval officer trained in Sensors perhaps then could have all of the civi advantages but also have better targetting? I.e more precise scanner readings menas greater accuracy? I don't know about the Naval side of the game, but this is one suggestion that would seem to fit the real world?
