	Other than boarding actions, how can one transfer a ship (player owned) to another person w/o having a political? [not initial starting ships]

	So long as it's not your startup ship, you can do it by SA (usually free) or by making the ship aff owned and having them do it for you. Even boarding actions won't transfer the startup ship, to prevent people starting thousands of new positions and boarding all of them to give a free fleet. Dan
