1 - Is there anyway to find out a hidden base complex spread, without engaging in combat? An operative should be able to report on that, (s)he's after all a former veteran.

2 - Will military hardware such as ground fighters/bombers and stuff like artillery be able to target a hidden base inside caves? Or does one have to march a ground army into the base sector to be able to trigger combat?

3 - Does shutting down command centres to point where base efficiency drops bellow 100% affect in any way the defence of the base from ground assault or the abbility to defend from space bombardment?

Most Hidden Bases are Packed (to reduce their sensor profile) But in answer to your question, yes - a Special Action can determine the base spread.

Yes, planetary range weapons can target bases hidden by Caves - the caves protect the base better than domes would however.

Only as much as base efficiency is relevant for those particular activities. As a side note, shutting down Comand Complexes and Security complexes are Extreme Security missions, not your typical Close Complex order difficulty...
