	Can you set an outpost to start tooling mass production before converting to a starbase? Example: Outpost has 200 factories that are idle with no mass production going on. You decide that you want to convert the outpost to a starbase in 4 weeks (long enough for the factories to tool up). Can you order the outpost to tool the factories? Thanks, Goth

	Outposts can't use factories or merchandisings complexes full stop!!

	I know that outposts can't use the factories, I was wondering if they can tool them so that they are productive at the conversion. I believe that any factories that were mass producing at the time the STARBASE was converted to an outpost will start producing the same week that it gets converted back (kind of like activating and deactivating without untooling). I was just wondering if you can order an outpost to tool factories even though they will not actually produce until the outpost is converted to a starbase.... Goth

	I thought that coversion to an outpost clears mass production lines. I am not aware that the mass production order works on an outpost as you need active factories Andy
