I was wondering if somebody could explain something that I have noticed on all of my warships....

Once I create an officer, he/she is included in the boarding combat factors:

But when I promote them, they all of a sudden become to high and mighty to take part in repelling boarders.....

There is a difference between officers created at the time of conversion, and officers created since. Those created since retain the military capabilities of the troop from which they were created. Those created at the time of conversion were created from the captain names and ranks of the BSE ship, so while they have crew factors, they do not have any combat factors.

In your example, Clive Eminson was created recently, thus has combat factors, while Dante Marx was created at the time of conversion, so doesn't. I can tell because those created at conversion have 41xxx numbers, while those created since are in the 30,000s.

Whether this ought to be corrected to give all officers, including those created at conversion, some basic combat factors, I'm not going to comment.
