	Not sure if this happens but does production check for tooled blueprints every time production happens? If not then players will be able to tool blueprints, set of mass production and then move them.

	The factories were not producing Modules due to lack of BPs. So my guess is that the BPs are checked just before production occurs and are also checked when you try to alter the number of factories mass producing. When tooling factories it only checks to see if the BP is tooled.
