	My starbase obviously has a slightly incompetent governor, because it failed to pin a ship for combat... when the ship was docked. Surely that shouldn't happen?

	Based on recent discussions about pinning, it seems to me that unless you starbase can move faster than a ship, let alone a docked one, pinning is not possible.
