Shuttle ports can only deliver to other planetary bodies which are linked to the one on which the starbase is located.
Example
The planet Milo (Beta 12) has one moon - Spuggin. A starbase on either of these worlds can make deliveries to positions on the same and other world.
Even if the planet Bart is in Beta 12, as this world is not linked to either Milo or Spuggin, the planet is considered out of range.

Space Stations - these have to be linked to planetary bodies if they are to interact with them using shuttleports. At any time after the outpost is set-up, the owner can use a special action to link it to a world in the same orbital quadrant. If there are multiple worlds present, then the owner must choose which set of worlds to link it to.
In the above example, the player could choose to link the station to both Milo and Spuggin (planet/moon combination) or Bart, but not all three.

Does this also mean that ships in open space in the orbital quadrant are out of range?

A lot of the thoughts on freighter operation centred around not needing to orbit. If they will need to orbit, it will change ship designs (engines, etc.) and profitability levels (time to orbit/deorbit, less round trips between maintenance), so people need to know a definitive answer!
