Agents cannot use special actions in order to ascertain a security code for a starbase/outpost.

A security code is not really a short alpha-numeric string, it is really a very long and involved set of codes that govern all sorts of things from shipping through to identity checks. It is also presumed to be a game mechanic to represent in-game people confirming these actions through methods that are a little more personal than a swipe card.

If this action was allowed to proceed even once at a minor outpost, then it is reasonable to presume that it can succeed with greater chance of success on a starbase with a lower security. A single agent action could therefore lead to the fall of Jax/New Tate and even Rubis simply by picking every last piece of ordnance to a GP. This is clearly not acceptable for a game.

Special actions augment the game rules, not circumvent them.

But they CAN acquire your standing order list via a standard order- so make sure that you use authorisations for regular pickups and deliveries, or they can find out your secure code that way....
