There are two ways these can be converted back to non-prisoner status and both require special actions.
The first is to simply return them to the original owner for them to convert back to troops/officers and the second is to convert back to troops/officers by freeing them either into a position beloning to the original affiliation or onto a planet.
In the case of the officer, a record is kept of which affiliation he belonged to. Nice and simple to convert back.
In the case of troops however, evidence needs to be supplied regarding their original status. This requires position capturing the troops and the exact date they were caught to verify the veracity of their status against databackups.
Freeing them onto a planet will allow the original affiliation to pick them up as a free special action.
Alternatively, simply use them to produce meklan - and may the DTR have mercy on your soul
