Special actions are for rule augmentation. Simply put, a special action should not be used if an action can be achieved through standard orders. A special action cannot be used to scan a system for anomalies that can be detected through standard scans. This most definitely includes nebulas, asteroid belts, low profile asteroids, space stations, starships and wormholes. It can however be used to scan the star and system background radiation levels etc as these are not covered by automated scanning routines. |
