Simple question (hopefully): If a planet has Terraforming = 0 what does that actually mean?

Should it mean that a planet is:

1) comfortable in temperature
2) with a breathable atmosphere
3) free from deadly radiation?

It may be for a whole host of reasons (all, none or some of the ones you list), but generally means that conditions are survivable, without the need for an artifical environment.

So its more :

4) no domes needed

Oh I always thought terraforming 0 would mean you couldn't terraform it further, not nesseraily that domes are not required. Is it the case that all planets can be terraformed then?

In my experience it means that you cannot Terraform it any further...

Yup - I completed wasted the modules on that complex!

Currently terraforming value zero means that it cannot be terraformed further through the use of complexes.
If the world requires domes (gas giant etc) then it will always require domes. If not, then the world is breathable - it may still be very cold/hot/crappy but it does not need industrial environmental processors for the workers to survive and 'standard space age' equipment suffices.

OK - so its definition changes with planet then. That's fair enough. I take it that appropriate SAs may change the planet in other ways though. Is that right? It is just that standard 'terraforming hardware' can't do any more.

OK, so far so good.

But you have not commented on the feasibility of creating an atmosphere by planting oxygen generating flora such as Vines.

Is this an omission in this discussion, or is it the case that planting of flora such as Vines also modifies the terraforming value. Thus by extension, no amount of planting of oxygen generating flora will create an atmosphere.
